Peoria NEXT Usage and Standards Guide
Operational Structure
The Peoria NEXT Strategic Plan identifies nine critical
success factors (CSFs) for achieving the organization’s vision and mission. The
operational structure organizes these nine CSFs into three Action Teams, with
each CSF addressed through specific project activities. This project-based
approach utilizes an executive committee to enable effective communication
between the Board and volunteers and to define ownership and responsibilities
for project accomplishment.

The Board
of Directors
provides the vision, strategic goals and resources for Peoria NEXT.
- The Board is comprised of CEO-level representatives
of each Anchor organization
- The Board appoints members to the Executive
Committee and delegates authority for day-to-day operations

The
Executive Committee
provides the link between the Board and the CSF Action Teams.
- The Executive Committee is comprised of nine (9)
members:

three Board
members, each aligned with an Action Team
·
the Team
Leader of each Action Team
·
three
additional members to provide external perspective (potentially a VC,
Entrepreneur, and Researcher)
- The Executive Committee integrates and manages all
Peoria NEXT activities, and approves projects and allocates resources
based on Strategic Fit / Business Attractiveness criteria
- The Executive Committee reports Action Team
progress and accomplishments to the Board

- Each Action Team is comprised of a board appointed
team leader and volunteer participants who
“self-allocate” to projects of personal interest
- Each Action Team creates a mechanism to identify,
develop and coordinate projects supporting assigned CSFs
- Each project must align with a relevant CSF under
an Action Team, e.g. the Robotics Research Center of Excellence Project
aligns to the Ideas CSF under the Discovery Action Team
- Each project requires a business case (cost/benefit
analysis) be made to the Action Team before it is presented to the
Executive Committee for review and approval
- Project leaders report activities to the Action
Team Leaders who share updates with the Executive Committee
